Their FAQ page states that foiling is available by request, and they plan on rolling out foiling as part of the basic ordering process, but its not available by default yet
It was originally produced as a prize for a Japanese magazine contest in 1998 and, as a result, the card is considered a "holy grail" in the collecting community
By adding the Tribal type, it allowed Wizards to do an end run around their rules without having to rewrite their rules (I can only imagine what weird edge cases would crop up if any card type were allowed to have creature subtypes)
